FREQUENCY OF EVENTS 1.1.2 INTERNATIONAL AND REGIONAL EVENTS may be held at any time, subject to the approval of BSI. The Date, Description and Venue shall be submitted to BSI for approval to avoid conflict with other events. Return to Rules Recognized national or regional authorities which aspire to hold the next event shall table at the General Meeting of BSI which will be held in conjunction with the current Event, a brief outline of its proposal together with an indication of its ability to conduct a World Event. Further, proposals to host the BSI World Event shall follow the Criteria outlined by BSI. Return to Rules 1.3.1 Each World Event shall include competition for three classes of Blind or Vision Impaired sailor in accordance with the B 1, B2, B3 requirements of the International Blind Sports Association. 1.3.2 International or Regional Events may specify variations of the IBSA requirements, subject to approval by BSI. Return to Rules Events may be held as fleet racing or match racing, or combination of both. The fleet events may be (a) equal length courses around buoys, (b) varying length courses around buoys, (c) a combination of around buoys and cruise racing events, (d) cruising racing. Courses selected should provide fair racing best suited to Blind Sailing requirements. The type of competition shall be approved by BSI prior to issuing the Notice of Race. Return to Rules The Authority granted the right to conduct an Event, shall, within one year of the previous Event, notify all countries on the list provided by BSI of its intention to hold the next Event, and provide general information of the venues under consideration, the type of boat(s) that are being investigated for the Event. Where possible, such notice should include estimates of competitors expenses, registration fees, accommodation costs and other costs. Return to Rules The Authority seeking permission to hold an Event shall show that a competent Organising Committee is available to conduct the Event. 1.6.1 The Organising Authority fort he Event shall be a Yacht Club affiliated to the National Yachting Authority recognised by the ISAF. 1.6.2 It is of the utmost importance that the Organising Committee make early contact with the National Yachting Authority of the country in which the Event is to be held, and invite the Authority to have a representative on the Committee. In any event, the National Yachting Authority should be kept fully informed of progress in the development of the Event. 1.6.3 The Organising Committee will appoint a Medical Officer for the Event and will ensure that appropriate Medical assistance is immediately available at all times during the Event. Return to Rules 1.7.1 Each Sight Category shall race in equalized One Design, boats. It is not necessary that all three sight categories have the same One Design Boat. Boats chosen must be able to have space available for at least two sighted crew. 1.7.2

have cockpit space sufficiently large that they can accommodate
without undue congestion the crew numbers designated in paragraph
1.8 below. 1.8.1 A ratio of One Sighted Crew to One Blind or Vision Impaired Crew will be required, with the exception that in safe waters and in suitable craft, Two Sighted Crew to Three Blind or Vision Impaired crew may be authorized by BSI. For cruising races, or extended overnight races, a minimum of One Sighted to One Blind crew, excluding the Skipper will be required. 1.8.2.Organising Committees may specify three blind sailors per boat, in which case there shall be a sighted Tactician/Skipper, plus one sighted crew. The sighted crew shall take no part in the helming of the yacht unless an emergency arises which in the opinion of the Tactician/S kipper may compromise the safety of the boat and crew, in which case the crew may assist until such time as the emergency ceases and the blind crew resume responsibility for the handling of the boat. As soon as it is regarded as safe to do so, the blind helms person and the blind crew shall execute a 270 degree turn before resuming the race. The incident must be reported to the Principle Race Officer who may require a declaration to be lodged. 1.8.3. The Tactician/Skipper shall not handle the helm unless there is an emergency, which, in the opinion of the Tactician/Skipper, may compromise the safety of the boat. In such an event, the Tactician/Skipper may take the helm. When the emergency ceases to exist, he must hand the helm back to the helms person who shall, as soon as it is safe to do so, execute a 270 degree turn before resuming the race. The incident must be reported to the Principle Race Officer who may require a declaration to be lodged 1. 8.3. 1. If in the case of an emergency as in
1. 8.3. above, the Tactician / Skipper believes that the incident
was caused by actions of another boat in the race and that his
own boat was blameless, the helms person, on taking over control
of the boat, may continue the race without making a penalty turn
as prescribed in 1.8.3. A protest must be lodged against the
offending boat. 1.9. 1. Blind or Vision Impaired Helms person. If a helms person is unable to take part in the day's racing, the Principle Race Officer must be notified and provided with a Certificate from the Event Medical Officer certifying that the helms person is incapacitated. The Principle Race Officer may authorise a substitute helms person of the same sight category or a category of less sight, to helm the boat for that race provided that such substitute has been previously notified to the Organising Committee and has been properly certificated in accordance with the Notice of Race for the Event. 1.9.2. If a Blind or Vision Impaired Helms Rerson is unable to continue to helm the boat after the Five Minute signal, the boat shall retire from the race. A medical certificate may be required by the Race Committee. 1.9.3. Blind or Vision Impaired Crew. if a crew person is unable to take part in the days racing, the Principle Race Officer must be notified and provided with a Certificate from the Event Medical Officer certifying that the crew person is incapacitated. The PRO may authorise a substitute crew person of the same or lower sight category to crew on the boat provided that such substitute has been previously notified to the Organising Committee and has been properly certificated in accordance with the Notice Of Race for the Event. 1.9.4. If a Blind or Vision Impaired Crew person is unable to continue to crew the boat after the Five Minute signal, the boat must withdraw from the race. A medical certificate may be required by the Race Committee. 1.9.5. Tactician / Skipper. If a Tactician / Skipper is unable to take part in the days racing the Principle Race Officer must be notified and provided with a medical certificate to that effect from the Event Medical Officer. The PRO may authorise a substitute provided that such substitutes will have been previously notified to the Organising Committee. If all substitutes have been used and a further incapacitation occurs, substitution may be made from sighted members of other crews in the team provided that such substitution does not cause disruption to any scheduled races. 1.9.6. If a Tactician / Skipper is incapacitated after the Five Minute signal, the boat must withdraw from the race. A medical certificate may be required by the Race Committee. 1.9.7. Sighted Crew person. if a sighted crew person is unable to take part in the days racing the Principle Race Officer must be notified and provided with a medical certificate to that effect from the Event Medical Officer. The PRO may authorise a substitute provided that such substitutes will have been previously notified to the Organising Committee. If all substitutes have been used, and a further incapacitation occurs, such substitution may be made from sighted members of other crews in the team provided that such substitution does not cause disruption to any scheduled races. 1.9.8. If a sighted crew person is incapacitated after the Five Minute signal for the race, the boat must withdraw from the race. A medical certificate may be required by the Race Committee. Return to Rules The status of a crew will be determined by the IBSA classifications of sight: B1 Category B1 Helm crewed by B 1 or B2, plus sighted Tactician / Skipper and sighted crew. B2 Category B2 Helm crewed by B1, B2 plus sighted Tactician / Skipper and sighted crew. B3 Category B3 helm crewed by B1, B2 or B3, plus sighted Tactician / Skipper and sighted crew. In all categories, the crew may be of a lower level sight category. Return to Rules The Notice of Race will include details of the classifications to be used during the Event, together with a request that certificates provided by a registered ophthalmologist declaring the competitors sight classification in accord with the International Blind Sports Association current classification determination shall accompany the entry form. During registration, competitors shall confirm that their sight categories have not changed since the entry closing date. If certification is not in accord with the prescribed requirements of the Notice of Race, competitors may be required to undergo re-certification at their own cost with an authority prescribed by the organising committee prior to the start of the first race of their intended class. If such re-certification does not conform to the requirements of the class, competitors will not be eligible to race in that class Return to Rules 1. 13.1 Safety Vessels. Fast vessels equipped with radio and manned by sighted crew must be available for both practice sailing and racing. One of these craft will be nominated Controller. 1. 13.2 Safety Equipment. It is the responsibility of all participants in every event to wear at all times the safety equipment required by the Organising Committee when at sea. 1.14 Sailing Instructions Copies of Sailing Instructions for the Event should be available for distribution during registration. However, should special circumstances apply, copies of Sailing Instructions must be available at least two (2) full days before the sailing of the first race of the Event Return to Rules The following meetings shall be scheduled during the program: 2.1 General Meeting of Blind Sailing International The Organising Committee, after consultation with the Executive of BSI, shall make provision for a General Meeting of BSI during the course of the Event. Provision shall be made for a continuation of meeting if required. The responsibility for the Notice calling a General Meeting shall remain with the Executive of BSI after consultation with the hosts. 2.2 OTHER MEETINGS The Organising Committee shall make provision for other meetings which are required by BSI. Return to Rules The Organising Committee shall determine, after consultation with Blind Sailing International Executive, what adaptive equipment will be provided with the boat (e.g. audible compasses, etc). It will also determine what changes, if any will be allowed to the rigging or equipment. ( For example, alteration to jib sheet angles and making an endless jib sheet may be permitted, while alteration to mast angles may not be permitted). These rules will apply to practice sailing as well as racing. Return to Rules The Notice of Race and Sailing Instructions will include the following disclaimer: "All those taking part in World, International, Regional and National Blind Sailing Events do so at their own risk and responsibility. Blind Sailing International has no liability for loss, damage, or Penalty suffered by any vessel, crew, or any person taking part in such Events." Return to Rules 3.2.1 Personal Insurance shall be the responsibility of the individual participants or as determined by the competing country or state organisation. 3.2.2 Insurance of Yachts and Equipment thereon shall be the responsibility of the Organising Committee, who may. require the competing crews to provide a "bond" to cover any excess or other costs which may be incurred.
